Siem Reap, Cambodia — At the Workshop on Policy Dialogue for Developing a 3rd Party Laboratory Accreditation Program (ISPM 45), held on 18–19 September 2025, ISF Phytosanitary Affairs Manager Dr. Rose Souza Richards delivered a presentation on “Understanding ISPM 45: International Standards and Opportunities.”

She outlined the core provisions of ISPM 45, adopted by the IPPC in 2021, which guides NPPOs in authorizing entities to conduct phytosanitary actions such as field inspections and seed health testing.
Dr. Souza Richards emphasized that structured authorization programs—supported by audits, training, and clear roles—are critical for ensuring consistency, reliability, and international credibility.
Her presentation also highlighted the opportunities that ISPM 45 creates for both NPPOs and the seed industry, including greater efficiency, capacity building, faster market access, and stronger global alignment.
“Collaboration between NPPOs and authorized entities is essential to uphold seed health and compliance with phytosanitary standards. By working together, we can safeguard agricultural ecosystems and support the seamless movement of seeds in international trade,” Dr. Souza Richards noted.#
